For some reason I cannot post in the GM staff applications - the permission section says I CAN but after I click the send button it says newly registered people must wait 7 days before posting.. Is there some rule I am unaware of?

No. It says the newly members can't post LINKS before 7 days. The link is probably your email. Just put a space between the writing and the "@".
